DORA major incident report fixtures

Deterministic offline fixtures for StellaOps.Notify.Connectors.Dora and contract dora-major-incident-report.v1.

Each variant includes:

• *.xbrl.xml - local deterministic XBRL instance shape.
• *.ixbrl.xhtml - local deterministic iXBRL rendering.
• *.envelope.json - artifact hashes, schema pins, and validation status.

The fixtures pin legal template metadata to EU 2024/1772, EU 2025/301, EU 2025/302, and local taxonomy marker dora-major-incident-report-eu-2025-302-local-contract-v1.

EBA-published XBRL schema validation is intentionally marked blocked in the envelopes because no pinned EBA DPM/XBRL taxonomy or XSD package is vendored in the local sprint scope. Tests validate the local contract offline and do not fetch external schema assets.
