Operator and project
The company behind Stella Ops
Stella Ops is a trading name, not a company. One Bulgarian company stands behind the software, this website and every commercial agreement — it is named in full below, with the registration you can check.
Product status: v1.0-RC1, release candidate.
The company and its registration
Stella Ops is a software project and trading name operated by:
Е-САЛЮШЪНС ЕООД (e-Solutions EOOD)1618 Sofia, Bulgaria
- Unified Identification Code (ЕИК) / UIC
- 175177528
- Legal form
- Еднолично дружество с ограничена отговорност (EOOD) — single-member limited liability company
- Founder, owner and manager
- Vladimir Moushkov (Владимир Мушков)
- legal@stella-ops.org
Stella Ops is a single-owner company: the owner is named here rather than left implicit, and there is no holding company or parent entity behind it.
Roles are listed here. People are named as they agree to be named.
Vladimir Moushkov
Founder
Fifteen years in DevOps, where shipping safely always came down to scripts and workarounds nobody owned. Built Stella Ops because AI agents now write and move more code while regulators expect proof of what shipped and why — that seat needed release control producing verifiable evidence, not another dashboard.
Public relations

That company holds every role on our side: it operates this website and is the data controller, and it holds the copyright in the software, licenses it and supports it. The one thing it does not do itself is take payment — covered below.
Built to not need us
The fair question about a vendor this size is not headcount — it is how much of your operational risk requires the vendor at all. The product is engineered to keep that amount small, and each part of that claim is checkable:
- ✓ Self-hosted with no licence server and no callback to us. Nothing we operate sits in your release path.
- ✓ Source-available under BUSL-1.1 at git.stella-ops.org — you can build the product yourself, and each version's licence converts to Apache 2.0 four years after its release.
- ✓ Doctor runs 110+ machine-readable checks across 16 domains and applies non-destructive fixes — diagnostics your own tooling or assistant can act on before anyone writes to us.
- ✓ The gate fails closed, and the recovery path is yours, not ours: a signed, scoped, time-limited exception restores releases without a support ticket.
- ✓ Paid support carries defined ticket allowances and response targets — and incidents where Stella Ops is down or blocking releases are excluded from both.
The support terms live on the pricing page; the test that puts all of this under load is the evaluation pilot. Pricing · Read the pilot guide →
Who you buy from
Paid Stella Ops plans are sold through authorised resellers acting as merchants of record. The merchant of record for your order is the contracting seller for order processing, payment, applicable taxes, invoicing, chargebacks and transactional refunds under its Buyer Terms and Privacy Notice.
The Stella Ops software is licensed and supported by Е-САЛЮШЪНС ЕООД (e-Solutions EOOD), UIC (ЕИК) 175177528, Sofia, Bulgaria, under the Stella Ops Commercial Licence/EULA. Stella Ops is a trading name of that company.
At this stage, payment is handled for us by a merchant of record rather than taken directly. Using one for cross-border tax, invoicing and chargebacks is ordinary at our size: those obligations are met by a party that already does them at scale, in every jurisdiction we sell into.
We expect to bring this in-house as the company grows. We are not putting a date on that.
