Withdrawn: Concelier air-gap bundle deployment

Withdrawn (2026-10-04, PCD-283). The Concelier import host and this procedure are retired. Follow Offline Kit’s current carrier/import procedure and its explicit custody-versus-domain-activation boundary. For hub generation and retained publication state, use Vulnerabilities ingestion operations.

Verified against 0da1a3c784: src/OfflineKit/StellaOps.OfflineKit.WebService/Endpoints/OfflineKitEndpoints.cs maps the authorized POST /api/offlinekit/v1/import owner route. Domain activation remains separate from carrier verification; a verified bundle alone is not proof that the hub applied its content. The current guide carries its own dated source and live-evidence limits.

The original runbook is preserved unchanged, including its 2025 draft, 2026 endpoint reconciliation and prior withdrawal note. Its import volumes, anonymous endpoints, UI paths and table-deletion rollback are historical material, not a recovery procedure for a current installation.

Re-verify the mapped OfflineKit endpoint and the guide’s linked owner-activation contract before planning an import. This documentation change performs no import or deployment and does not establish live activation on an estate.
